The following document is to be used only as a suggestion when promoting your personnel on board each Battlestar, Gunstar, Tender or Civilian based Chapter. It is of course the prerogative of the Commanding Officer(s) and the Octagon to change said policies to fit their chapter’s structure.
With the current categories; Fleet Officer, Fleet Enlisted, Marine Officer, Marine Enlisted, Civilian Official and Civilian Citizen with the exception to the latter two categories this document hopefully will provide a standard direction for Chapter Commanders to better understand a method of promotion that can be used to help with membership participation for the variety of chapters throughout the fleet in general.
This is a re-constructed points system for each rank within the military portion of the C.D.F. (Colonial Defense Forces) and the C.M.C. (Colonial Marine Corps) in a previous document that was submitted to the Octagon I had proposed points, and Time in Grade (T.I.G.) I was simply advised without directly spoken to that the T.I.G. portion just was not reasonable at all. So I propose the following without having the length of time involved.

* Note: Grades of Commander or Brigadier General and above are only promoted by the members of the Octagon and C.D.F. Admiralty
** Note: The first Grade can be issued to help promote membership activity, no new member can be promoted for a duration of 90 days. The rank of (Ensign [O-1]/2nd Lieutenant [O-1]) to the rank of (Lieutenant Junior Grade [O-2]/1st Lieutenant [O-2] can become automatic depending on the Chapter. This increase in grade can help hold interest in the organization and keep the entertainment value to the C.D.F.

The two tables above demonstrate the grade, Minimum amount of points for each rank for both officer and enlisted personnel, for the process of the C.D.F. it really won’t matter if you are Fleet or Marine. Officers within the C.D.F. have a higher point total, because of their positions within the fleet. Not only do they have the ability to command an entire chapter, their work within the C.D.F. can be considered tougher in many ways. Enlisted personnel obviously do more of the grunt work than the officers, however they are equally important, as if it is not for these individuals the Vipers, Raptors and more locations won't operate in the ways we need them.
For the better of the C.D.F. if this document is implemented within any of the chapters, use the tables listed above and the minimum listed points to start for each grade.

The last four entries of the table above are to help encourage participation within the organization. The Percentages next to each item are used in against the points spread to the next grade already in place with each Officer or Enlisted. Example; Captain Jane Doe has 30 point spread to her next grade, this Colonial Marine just received the Campaign Cluster for participating in a Forum based R.P.G. (Role Playing Game) She then receives 1.5 points added towards the next grade. Now she has 32 pts, always round up to help with points to the member, this hopefully helps with participation within the C.D.F.
These points can be rapidly advanced depending on the Chapter Commander, or the Octagon can always promote this individual without concern of the individuals’ current points standing. It is also recommended that at least 2 officers in the chapter talk with each other to help with promoting in their chapter. This helps with checks and balances within the chapter and if the person really does warrant his or her promotion. Hopefully this would help with slowing down the rapid promotions demonstrated within the C.D.F.
